Most legacy network service providers have just begun to roll out voice over IP (VoIP) services; many provide only a pipe for VoIP traffic. As a result, management or provisioning capability for VoIP services is rudimentary at best, and when problems occur, providers lack the tools and know-how required to resolve them. The good news is that service providers are beginning to understand and embrace the scope of the issues that can have a negative impact on the quality of IP-based services as perceived by the end user.
